I did a little reading and notice that 5ghz band can also include 149/153/157/161/165, but these channels do not seem to appear in the Belkin router configuration setting. In the Belkin router configuration, there's option to change the 5ghz channel to 36/40/44/48. (I configured the Belkin router to give only 5ghz wireless "a" and also only 5ghz wireless "n" - and in both cases, the iPad 3 can connect to the router.) Since I do not have any other 5ghz USB wifi device, then does that mean the D-Link is defective or perhaps it's just compatibility issues with the 5ghz band of the Belkin router?
